Manifesting, for me, has always had a connotation of action, of going through a set of motions in order for something to become physical. With this as my base, I am struggling to understand the difference between the action of the throat center and that of the sacral center.
Webster's dictionary defines "manifesto" as "a public declaration of intention, motives, or views". Is it the responsibility of the throat center to make a manifesto that is then carried out by the sacral center. Is the only form of action that the throat center is able to take speaking? Is it declaring the views of the mind? Is the sacral center at a loss for what to do with its energy without direction from the throat center which is in turn guided by the mind?
I like the Webster definition since it is exactly what the Manifestor's strategy is: to inform ("manifesto" = "a public declaration of intention, motives, or views").

No. Centers per se don't have responsibilities in the sense that you are talking. Type does. Manifestors need to inform, generators need to respond. If all is going well, then this just happens. They don't "need" to do anything. Generators don't need to inform. They respond through the sacral and that is that. How they live the strategy will be influenced by their design. For example, I personally think that a manifesting generator would benefit by responding and then informing, just to avoid any residual resistance. Or an emmotional generator needs to respond a few times. Or a split definition generator needs to let things trickle down a bit. But their main responsibility is response.

The throat center has 11 gates. Most are not directly connected to a motor, so they are primarilly gates of communication. But not exclusively as there are a few that do connect to motors and then others that connect to motors via non-motor centers. (can you find them?) So the throat is a mixture of speaking and doing.

Three of the throat gates connect to the ajna, so yes, they only do that. But not the 9 other gates.

The sacral is at a loss if it is doing anything but responding. A generator needs to spend all of their study time figuring out what response means to them. Is it a grunt, a feeling, a direction, a hunch. Figuring this out is easier for some than others. Give it seven years, give or take a few, and you should get it. :)
One hint is to find out what response is NOT. It is not inniciation, especially inniciation from the mind.
Another hint is to look at your actions. Are they full of resistance? Does it flow or is it like swimming upstream? A generator in response will have less resistance than a generator trying to inniciate without having responded.
If you come out of the LD course full of frustration and painfully aware that you are not living your design, then you are doing ok. You've got to start somewhere. Many people don't even realize they are not living their design. They think their misery is normal!
